Joseph McCaffrey is a principal with Baker Tilly’s government contractor solutions practice. He has more than 15 years of consulting experience working with government contractors and not-for-profit organizations. Joseph has advised clients in aerospace, hospitality, healthcare, construction, security services, technology and professional services industries on a wide range of business issues and regulatory compliance matters. Prior to joining Baker Tilly, Joseph was the director of government ethics and compliance supporting a leading professional services firm’s public sector business.

  • Assists clients in designing compliance programs to meet regulatory requirements throughout the life cycle of a government contract
  • Supports clients in the development of indirect cost rate structures, cost accounting systems and contract pricing that comply with federal acquisition regulations, Cost Accounting Standards (CAS), OMB uniform guidance for federal awards and other contract-specific regulations
  • Assesses clients’ compliance with CAS requirements, including resolving non-compliances and preparing cost impact analyses and disclosure statements
  • Conducts reviews of contractor business systems, including accounting, estimating and purchasing systems, for compliance with defense federal acquisition regulation supplement requirements, which includes preparing contractors for system demonstrations and walkthroughs under Defense Contract Audit Agency audit programs and preparing corrective action plans to correct significant deficiencies
  • Prepares and supports proposals for clients, including change orders, requests for equitable adjustment, claims and termination settlement proposals
  • Reviews and assesses contractors’ ethics and business conduct programs for compliance with federal requirements
  • Assists contractors with prevailing wage compliance issues, including backpay analyses and designing compliant HR and benefit programs
  • Supports attorneys on bid protest matters, including analyzing price reasonableness and price realism issues
