On March 10, 2022, President Biden signed into law the $1.5 trillion omnibus bill passed by Congress. The bill provides for the appropriation of federal funds for fiscal year 2022, including appropriations to fund the Infrastructure Investment and Jobs Act (IIJA). This will enable federal agencies to start implementing new programs that have been on hold in anticipation of fiscal year 2022 funding.
With funding now in place, eligible entities can continue exploring opportunities to meet their infrastructure needs. More information about the IIJA can be found here. The White House has developed a comprehensive guidebook on the IIJA entitled, “Building a Better America – A Guidebook to the Bipartisan Infrastructure Law for State, Local, Tribal, and Territorial Governments, and Other Partners.” This guidebook provides a roadmap of available funding, along with information on who to contact for help for funding in each area.
In addition, other federal agencies have developed information on their programs. The Environmental Protection Agency recently published a fact sheet on the implementation of the IIJA’s $50 billion to strengthen drinking water and wastewater systems. The fact sheet provides information on how EPA will administer the State Revolving Funds (SRF) capitalization grants appropriated to states under IIJA.
The Federal Highway Administration has developed a section of their website devoted to the transportation funding provided for in the IIJA. Detailed information is provided on the funding in the Act, where to obtain technical assistance and support, fact sheets on the different programs funded and guidance and regulations.
Local governments, tribal governments and other eligible entities should use the approved Congressional appropriations, along with the detailed information on funding available, to match community projects with the unique opportunities provided by the IIJA.
