Brad Elmer is a managing director with Baker Tilly’s development and community advisory practice. He brings more than 20 years of real estate, incentives and finance experience, which includes the issuance of more than $6 billion of public incentives and debt. Drawing on both public and private experience, Brad advises clients on multistate corporate location decisions through consulting engagements focused on labor analytics, utility infrastructure, logistics, taxes, environmental considerations, economic incentives and overall business climate.

  • Works with clients across North America, Europe and Asia in a variety of industries including manufacturing, distribution, office, hospitality and housing. His clients include both domestic and international companies looking to invest within the United States
  • Leads a team that evaluates supply chain, labor, market and site analysis and securing federal, state and local discretionary incentives to make location decisions
  • Successfully negotiated multimillion dollar tax increment financing and tax abatement agreements for real estate developers, corporate real estate users, publicly traded companies and manufacturers
  • Advises clients on the issuance of debt including PACE financing and general obligation, revenue and appropriation bonds with par amounts of more than $300 million
  • Analyzes and presents complex financing, investment and incentives strategies
